We actually asked him about that in the interview, it just didn't make the cut to the published article.

The tape is there to make it easier to shoot with both eyes open. For shooters who are cross eye dominant (left eyed but right handed for example) the tape allows the shooter to keep both eyes open and force the non-dominant eye to take over dominance.

Kelly is left eye dominant but right handed. When shooting rifles or shotguns, occluding the left eye solves this problem. The other alternative is to close your non-aiming eye when shooting, but this causes muscle strain and can make the other eye start to squint.

Of course I'm for increasing the incredibly stingy republican/banking/credit card/insurance created bankruptcy exemptions on guns. I do think better use of the congressman's' time and resources would be to increase the ridiculously low homestead exemption. Currently it's $20200. Even conservative and highly republican Texas has an unlimited exemption. I understand the congressman's pandering to the NRA, but how about taking it a step further and doing something that will benefit more people? Most people would rather lose a gun or two or twenty than their home.

The whole problem of the patrol rifle is that people believe that police departments will use them to defend the community. The SCOTUS decided years ago that police officers and police departments cannot be sued or prosecuted for failing to prevent a crime or for failing to stop a crime in process. So how will these "patrol rifles" serve the community?
