I hope this entire thing is a ficticious April Fool's joke. According to the folks at GovTrack, H.R 808 is a piece of legislation introduced to the legislature by a group of congressmen/congresswomen or hippies or commies or something else as dirty.  This bill creates the Department of Peace and Non-Violence.

Yep, you read it right. Just what we need: the Department of Homeland Hippies.

Amoung many of their many duties that include counseling school children to resolve their playground disputes without violence and asking gang member to please not kill each other, they will also seek to control all guns particularly hanguns.

Oh, and my personal favorite: Sec. 102(b)(4) develop policies to address violence against animals. 

Wonder what that means? State Sponsored Veganism forced on us all? I'm sure it is for the good of the children.
