France has decided that if the United States doesn't sign the Kyoto Protocol, we should be taxed.

Hey Chirac, how about this: How about we bill you for all the times the United States has to get France out of trouble? How about you pay a "Surrender Tax"? Every time you capitulate to a foreign power (and being french you know you will) you pay us when we have to bail your sorry asses out again.
Think about that! The next time you cry "Help Us Obi-wan-America, you're our only hope" we show up with a tax bill accompanying the troops.
